Regular Town Board Meeting

November 8, 2010

Supervisor David Clements called the meeting to order on November 8, 2010 at 7:30 pm.   The supervisor present:  Gary Yakesh.  Other officers present were:  Victoria Trinko-Clerk and Eunice Steinmetz-treasurer. See attached list for delegation present.
Appointment of chairman to the board of the Town of Cooks Valley:  The death of Chairman Ron Fanetti left a vacancy for the office of Chairman.  Victoria Trinko, town clerk, made a motion to nominate David Clements for the office of Chairman.  Gary Yakesh seconded the motion.  David Clements closed the nominations.  Roll call vote:  Victoria Trinko-aye, Gary Yakesh-aye, David Clements-aye.  The motion carried 3-0.  David Clements signed the oath of office for Chairman of Cooks Valley.
Appointment of supervisor to the board of the Town of Cooks Valley:  Gary Yakesh made a motion to nominate John Sykora IV for the office of supervisor.  Victoria Trinko seconded the motion.  David Clements closed the nominations.  Roll call vote:  Victoria Trinko-aye, David Clements-aye, Gary Yakesh-aye.  The motion carried 3-0.  John Sykora IV signed the oath of office for supervisor for the Town of Cooks Valley.
PUBLIC COMMENT:  Victoria Trinko, town clerk, read:  Ron Fanetti, chairman of the Town of Cooks Valley for 20 years, passed away on October 24, 2010.  Ron was an asset to the Cooks Valley community as he was conservative and conscientious with his money and likewise with the Town of Cooks Valley’s money.   He was diligent in insuring that contractors fulfilled their jobs to specifications and made sure the best price for work and best quality of work was done.  He was able to procure money from various sources to help defray the costs of maintaining the township and planned ahead for future expenditures by setting money in CDs to pay for the expenditures.  He was always on the job whether inspecting roads, tracking down reports of stray animals, determining fence line issues, authorizing building, fire, or driveway permits, completing reports, and calling sources to check on the legality and procedure for the operation of town matters.  He was an environmentalist and worked hard to preserve the qualities that make our township a desirable, clean, and safe place to live.  His wonderful sense of humor lightened the negative sides of holding a governmental office.  Writing on papers next to his bed, he worked on township matters days before his death.  His passing is a significant loss to our community.  He will be greatly missed by the community and the members of this board.  Earl Hassemer volunteered his assistance in the transfer of printers, computers, and copiers from Ron’s residence to the clerk’s and chairman’s residence.  Earl Hassemer inquired if action could be taken to regulate the jake braking by sand trucks occurring on 60th Street to the intersection of County Highway A and on County Highway A from Paul Sarauer’s farm to the intersection of County Highway A and State Highway 40.  Gene and Beth Pagel, who live on 60th Street, commented on the noise of jake braking, the number of trucks plus time of operation in the last month since the non-metallic mining ordinance was ruled invalid.  Chairman David Clements will call the Chippewa County Highway Dept. about the possibility of placement of signs to eliminate jake braking.
Gary Yakesh made a motion to approve and place on file the minutes of October 11, 2010 regular town board meeting. John Sykora seconded the motion.  The motion carried 3-0. 
Gary Yakesh made a motion to approve the November financial report.  John Sykora seconded the motion.  The motion carried 3-0.  The town clerk explained the addition of an outstanding check to the month reconciliation report.  The check issued in September to Chippewa Valley Excavating was not delivered.  This check was voided and a new check for the same amount was reissued in this month’s bills.   
Gary Yakesh made a motion to approve the October bills.  John Sykora seconded the motion.  The motion carried 3-0.   Chairman David Clements reported a bill will be coming from the Chippewa County Highway Dept for shouldering on 60th Street and the replacement of blacktop on 148th Street due to flood damage.  
Discussion and possible action on budget categories:  Gary Yakesh made a motion to transfer $200.00 from non-allocated funds to U-138, $200.00 from non-allocated funds to E-113, and $1100.00 from non-allocated funds to B-071 leaving a balance of $7155.00 in non-allocated funds.  John Sykora seconded the motion.  The motion carried 3-0.
Building Permits:  Damien Prince requested a building permit form be mailed to him with his check.
Discussion and possible action on building permit refusal-Marie Anderson:   David Clements made a motion to postpone this item until the December monthly town board meeting.  Gary Yakesh seconded the motion.  The motion carried 3-0.
