Regular Town Board Meeting

November 9, 2015

Chairman Darrel Fehr called the meeting to order on November 9, 2015 at 7:30 pm.   The supervisors present were David Clements and Matt Borofka.   Other officers present were:  Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached attendance sheet.  Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the November town board meeting was duly posted on November 5, 2015 and reposted November 6, 2015 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Mike Lehrer would like to bid or purchase the wood from the brushing on the town roads.  Since the town board has, in the past, given first priority to the landowner and then to whomever would like the wood; if Mike Lehrer would cut up the wood and haul it away, then he could have the wood.  If he is unable to haul it away, he should notify the board and this would allow someone else to have the wood.  The board’s purpose is to dispose of the wood by having it used up. 
Discussion and possible action on budget categories:  David Clements made a motion to transfer $20.00 from non-allocated funds to U-138 Town hall maintenance and repairs leaving a total of $1830.00 in non-allocated funds.  Darrel Fehr seconded the motion.  The motion carried 3-0.
Approval of the October 19, 2015 regular monthly town board meeting minutes and the November 4, 2015 special meeting minutes:  David Clements made a motion to approve and place on file the October 19, 2015 regular monthly town board meeting minutes and November  4, 2015 special board meeting minutes.  Darrel Fehr seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the October financial report:  The ending check book balance was $195,875.01 as of October 31, 2015.  The total cash assets for the Town of Cooks Valley were $275,032.45.    
Reading and approval of the October bills:  David Clements made a motion to approve payment of the October bills.  Matt Borofka seconded the motion.  The motion carried 3-0.  
Building permits:  Tom Yakesh-lean-to off garage and driveway permit, Joseph/Cathy Couey-driveway permit
Discussion and possible action pertaining to the plan commission:  no action taken
Discussion and possible action on animal control contract:  Calvin Swartz, animal control person, presented the 2016 contract with no changes from the 2015 contract.  Darrel Fehr made a motion to approve the animal control contract for 2016 to Calvin and Susie Swartz.   David Clements seconded the motion.  The motion carried 3-0.
Discussion and possible action on cemetery plot layout by Marvin Topper:  Darrel Fehr made a motion to send $100.00 and a thank you card to Marvin Topper for completing the cemetery plot layout.  David Clements seconded the motion.  The motion carried 3-0.
Discussion and possible action on operators license applications:  David Clements made a motion to approve the operators licenses applications from members of the Bloomer Rod & Gun Club.  Matthew Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible approval of email connection on town computer-treasurer:  With the new tax program needed to be installed on the Town treasurer computer to allow access the county, the town treasurer computer needed an email address that would cost $1.50 a month.  Darrel Fehr made a motion to approve placing an email address on the town treasurer computer for the cost of $1.50 a month.   Matthew Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible approval of webinar compensation:  Darrel Fehr made a motion to compensate election workers per diem for each two hours of webinar training for recertification of chief inspector accreditation.  David Clements seconded the motion.  The motion carried 3-0.
Chairman’s report – Fire Dept. –Roger Rothbauer-rekindling of silo fire, ambulance call- car accident of State Highway 40-Dustin Wallsch.    Mine roads- 135th Avenue and 20th Street have been crack filled.  Compensation for this project will come from EOG.   20th Street is ready to be paved.  Paul Freeberg’s driveway has been paved.

Adjourn:  Darrel Fehr made a motion to adjourn at 8:06 pm.  David Clements seconded the motion.  The motion carried 3-0.
