November 9, 2018
Chairman Darrel Fehr called the meeting to order on November 9, 2018 at 7:32 pm. The supervisors present were David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer. See attached list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the November 9, 2018 town board meeting was duly posted on November 6, 2018 in the 3 designated places within the Town of Cooks Valley.
Public Comment: There was no public comment.
Discussion and possible action on budget categories: Darrel Fehr made a motion to transfer $362.00 from E-114 Election Supplies & Expenses to E-113 Election Wages, $400.0 from B-076 Board Mileage, $70.00 from E-116 Voting Machine to E-117 Voting Machine –Maintenance, and $100.00 from B-076 Board Mileage to U-133 Telephone. David Clements seconded the motion. The motion carried 3-0.
Approval of the November 9, 2018 regular town board meeting minutes and the October 11, 2018 special meeting minutes and the October 29, Special Budget preparation meeting: David Clements made a motion to approve November 9, 2018 regular town board meeting minutes and the October 11, 2018 special meeting minutes and the October 29, Special Budget Preparation meeting. Matt Borofka seconded the motion. The motion carried 3-0.
Reading by Treasurer of October financial report: The ending balance as of October 31, 2018 was $49, with the total assets-$218,084.44. On November 19, 2018, the shared revenue payment of $5976.19 will be deposited into the Town of Cooks Valley checking account. A fire suppression check #2392 for $256.00 from Dr. Jodi S. Bohl [trustee for James and Jacqueline Kouba and a check #1109 for $269.69 from Frontier Sand LLC were given to the treasurer for deposit in the Town of Cooks Valley checking account.
Reading and Approval of the October bills: Darrel Fehr made a motion to approve the check vouchers #4724-#4749 for payment of the October bills. David Clements seconded the motion. The motion carried 3-0.
Building permits: Damian Prince-home addition, check #1935 $20.00, Frances & David Blair-deck attached to home-check #2005 $20.00, two driveway permits-Mary Barlow Weber check #1820 $600.00
Discussion and possible action of pertaining to the plan commission: No action taken.
Discussion of a procedure for delinquent person property tax collection: There was discussion of a possible ordinance, garnishing, accrued interest on the delinquent personal property taxes, WI Statute 74.47, and possible non-renewal of liquor license.
Chairman’s report: – Fire Dept. There were no fires in the Town of Cooks Valley for the month of October. Mine Roads- The Town of Cooks Valley are in good shape for winter. There may be possible ditch repair on 135th Avenue.
Dissemination of Information –Clerk’s report: There is a highway safety meeting Dec. 6, 2018 in Eau Claire. Brochure for 2018-2019 Teleconferences, the Town of Cooks Valley had 333 voters for the Nov. 6, 2018 Fall General Election for a 77% turnout.
