Regular Town Board Meeting

November 9, 2020

 

Chairman Darrel Fehr called the meeting to order on November 9, 2020 at 7:30 pm. The supervisors present

were David Clements and Matthew Borofka. Other officers present: Vicki Freeberg-clerk and Judith Prince –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the November 9, 2020 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on November 6, 2020

 

Public Comment: None

Discussion and possible action on budget categories: Darrel Fehr made a motion to move a total of $6040 from Nonallocated Funds to Election supplies E-114 (700), P144 Animal control ($500), P143 First Responders ($600), $240 to E110 Election caucus ($240), 120 Insurance ($4000). David Clements seconded the motion. The motion carried 3-0.

Discussion and possible action on Purfrac road agreement  Darrel Fehr made a motion to move agenda item #6 next after budget categories. Dave Clements seconded the motion. Motion carried 3-0

EOG said to table discussion on road agreement until Purfrac is ready to use the road. Township will need to review the mining permit and get lawyers opinion. Darrel Fehr made a motion to schedule a special meeting to review road agreement and mining permit in January, date to be determined at December meeting. Matt Borofka seconded the motion. Motion carried 3-0

 

Approval of the October 19, 2020 regular town board & October 27th Special Budget planning meeting minutes  Matt Borofka made a motion to approve both October meeting minutes.  David Clements seconded the motion. The motion carried 3-0. 

Reading by Treasurer of October financial report: Ending balance on October 31, 2020 of $240,966.83 and total cash

on hand $411,581.11

                                                  

Reading and Approval of the October bills: Darrel Fehr made a motion to approve check vouchers  #5217 - 5244 for payment of the October bills.  Matt Borofka seconded the motion . The motion carried 3-0.

 

Building/driveway permits: Duron Bergeson driveway & James Springer driveway

 

Discussion and possible action relating to the plan commission: None

Discussion and possible action to approve contracts with city of Bloomer for Fire protection, First Responders and Ambulance service for 2021 – Change for upcoming year was the Liabilities added per ownership on all 3 contracts. Darrel Fehr made motion to approve contracts for Fire Protection, First responders & Ambulance service for 2021. David Clements seconded the motion. The motion carried 3-0

Discussion and possible approval to apply for Road to Recovery grantfunds available  $13,624 Get a % cost for ventilator for City of Bloomer to use as expense, 700 bonus, 250 postage, plexiglass. Darrel Fehr made a motion to apply for grant before November 17th deadline. Matt Borofka seconded the motion. The motion carried 3-0

Discussion and approval of operator permit for Bloomer Rod and Gun – Darrel Fehr made a motion to accept operator permit for Eugene Harnisch. David Clements seconded the motion. The motion carried 3-0

 

Discussion and possible approval of CSM for Linda McKluskey7 acre parcel land sold – Darrel Fehr made motion to accept CSM. Matt Borofka seconded the motion. The motion carried 3-0

 

Chairman’s report: – Fire Dept./Roads –  operations report from Chippewa county for upcoming road work – no fire or ambulance calls

 

Dissemination of Information- clerk’s report: Waste Management acquired GFL Environmental and our collection service will switch to them, letters from DOR that will no longer access personal property for mining companies, DOR approved chargeback request for Dean Schwartz, population for Cooks Valley is 840 for 2020. Excellent voter turnout on Nov 3 with 89%  voting in the township - 442 out of 499 voted, BIG Thanks to all election workers!

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of November 9, 2020 regular meeting, November 18 special meeting, Treasurers financial report, November bills, building permits, concerns pertaining to the Plan Commission. Discussion on Purfrac road agreement with EOG.

 

The next regular town meeting is scheduled for – December 14, 2020 at 7:30 pm Decision by Board to not have the Christmas party in December due to Covid.

 

Adjourn:  Darrel Fehr made a motion to adjourn at 8:24 pm.  David Clements seconded the motion. Motion carried 3-0.
