Regular Town Board Meeting

October 14, 2013

Chairman Darrel Fehr called the meeting to order on October 14, 2013 at 8:00 pm.   The supervisors present were:  David Clements and John Sykora.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.
Certification of proper posting for the scheduled town board meeting: The notice for the October town board meeting was duly posted on October 8, 2013 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment.
Discussion and possible action on budget categories:  John Sykora made a motion to move from non-allocated funds- $1200.00 to P-142 Fire Protections, $400.00 to P-143 1st Responders, and $400.00 to P-144 Animal Control with a remainder of $7,000.00 in non-allocated funds.  Darrel Fehr seconded the motion.  The motion carried 3-0.
Approval of the September 9, 2013 regular monthly town board meeting minutes and the August 29, 2013 special board meeting minutes:  David Clements made a motion to approve the September 9, 2013 regular monthly town board meeting minutes and the August 29, 2013 special board meeting minutes.  John Sykora seconded the motion.  The motion carried 3-0.
Reading by the Treasurer of the September financial report:  The beginning balance was $246,970.00, plus ledger receipts of $524.20, minus ledger disbursements of $3545.11, minus outstanding checks yielded a balance of $246,489.03.  $246,489.03 plus the CD’s in Peoples State Bank compiles to a total of $421,976.93 total assets of the Town of Cooks Valley.  Deposits of 142.98 and 200.00 on Oct. 7 & 19, 2013 will be included in the October financial report.
Reading and approval of the September bills:  David Clements made a motion to approve the September bills.  John Sykora seconded the motion.  The motion carried 3-0.   
Building permits:  Brandon Erickson-cement pad and dog kennel, Patricia & James Anderson-shingles, Dennis Culver-attached two car garage, new windows and siding, Donald Sarauer- pole shed
Discussion of concerns pertaining to the plan commission:  No action taken.  There is a scheduled meeting for November 6, 2013. 
Discussion on progress of mining applications:  Chippewa Sands LLC public hearing on Oct. 16, 2013 with special town board meeting to follow.
Discussion and possible approval for payment of WTA workshop attendance fee and mileage/clerk: Darrel Fehr made a motion to approve the payment of the WTA workshop fee and the mileage to the workshop for the clerk’s attendance to the workshop.  David Clements seconded the motion.  The motion carried 3-0.
Discussion of TRIP fund allocation:  The $9962.00 will be used for the 50th Street reconstruction contingent upon the Chippewa County committee approval of the allocation of TRIP funds. 
Chairman’s report –Fire Dept- no discussion, Mine Road Work-Patching was done on 135th Avenue where the shouldering had washed out.  Concerning 186th Avenue, the preliminary plan is road work will start in 2014, the county will bid out the construction and the county will do the paving.  Preferred Sands has a deadline of Christmas for the decision to make 186th Avenue a season or year-round road.  Other road work-The culverts have been approved by the army corp. of engineers and culverts have to be put in on 40th and 50th Street.  Fire/Ambulance meeting- a new brush truck and aerial bucket ladder truck will be purchased in 2014 and a service agreement has been made with Mayo Clinic.

Budget hearing will begin at 7:00 pm and Special meeting of the electors immediately to follow the budget hearing on November 19, 2013.  A special town board meeting will follow the special meeting of the electors. 
 Adjourn:  Darrel Fehr made a motion to adjourn at 8:50 pm.  David Clements seconded the motion.  The motion carried 3-0.
