Regular Town Board Meeting

October 19, 2015

Chairman Darrel Fehr called the meeting to order on October 19, 2015 at 7:30 pm.   The supervisors present were David Clements and Matt Borofka.   Other officers present were:  Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached attendance sheet.
Certification of proper posting for the scheduled town board meeting: The notice for the October town board meeting was duly posted on October 14, 2015 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Residents present from 60th Street are pleased and said the new road is good.
Discussion and possible action on budget categories:  David Clements made a motion to transfer $200.00 from U-136 Town hall supplies to U-131 Gas and $100.00 from U-136 Town hall supplies to U-138 Town hall maintenance and repairs leaving a total of $100.00 in U-136 town hall supplies.  Darrel Fehr seconded the motion.  The motion carried 3-0.
Approval of the September 14, 2015 regular monthly town board meeting minutes and the September 21, 2015 special meeting minutes:  Darrel Fehr made a motion to approve and place on file the September 14, 2015 regular monthly town board meeting minutes and September  21, 2015 special board meeting minutes.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the September financial report:  The ending check book balance was $195,875.01 as of September 30, 2015.  The total cash assets for the Town of Cooks Valley were $381,561.19.    Additional deposits made after October 1 were the fourth payment of the general transportation fund and $500.00 from the County for the ditch clean up project.
Reading and approval of the September bills:  David Clements made a motion to approve payment of the September bills.  Matt Borofka seconded the motion.  The motion carried 3-0.  
Building permits:  Christopher Lang-siding, windows, deck, garage; Michael & Lynette Leavens-storage building; Kyle Warner-house
Discussion and possible action pertaining to the plan commission:  no action taken
Discussion and possible action on change of recycling hours:  Calvin Swartz, recycling manager, would like to change the recycling hours on Saturday to 7:00 am to 11:00 am beginning January 1, 2016.  Darrel Fehr made a motion to change the recycling hours on Saturday to 7:00 am to 11:00 am beginning January 1, 2016.   David Clements seconded the motion.  The motion carried 3-0
Chairman’s report – Fire Dept. –Roger Rothbauer-fire, Jim Larson-ambulance call  Mine roads- 186th Avenue had some driveways wash out due to the heavy rain.  On 60th Street between County Highway A and State Highway 40, the shoulders washed out.  135th Avenue needs brushing.
Dissemination of Information-Clerk’s report:  Information on recycling expenses were received from the County, final population census for the Town of Cooks Valley-828, road ditch clean up report- Cooks Valley had the least number of appliances [one] found in the ditch compared with other townships in the county
Future agenda items and business:
Pledge of allegiance, Discussion and possible action on budget categories, Building permits, on concerns pertaining to the Plan commission, animal control contract, cemetery plot layout-Marvin Topper, Chairman’s report, Dissemination of information, future agenda items and business.  Special board meeting on October 23, 2015 at 9:00 am for budget planning.  Next regular board meeting will be November 9, 2015 at 7:30 p.m.  Budget hearing November 10, 2015 at 7:30 pm with Special meeting of the electors and special board meeting to follow.
Adjourn:  David Clements made a motion to adjourn at 8:08 pm.  Darrel Fehr seconded the motion.  The motion carried 3-0.
