Regular Town Board Meeting

October 4, 2019

Chairman Darrel Fehr called the meeting to order on October 4, 2019 at 7:30 pm. The supervisors present were
David Clements.  Other officers present were: Vicki Freeberg--clerk and Judith Prince –treasurer. See attached
list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the October 4, 2019 board meeting was duly posted on October 1, 2019 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  None
Discussion and possible action on budget categories: none
Approval of the September 9, 2019 regular town board meeting minutes: Darrel Fehr made a motion to approve the September 9, 2019 meeting minutes.  David Clements seconded the motion – The motion carried 2-0.
 
Reading by Treasurer of September financial report: Ending balance on September 30 of 103,586.29 and total cash
on hand $272,938.54      
Reading and Approval of the September bills: David Clements made a motion to approve check vouchers #4959 - 4976 for payment of the September bills.  Darrel Fehr seconded the motion – The motion carried 2-0.

Building/driveway permits: Refund on driveway permit for James Larson & Seibel Organic Dairy, driveway permit for Seibel Dairy and building permit for Dan Harwood to replace shingles on home

Discussion and possible action relating to the plan commission: none
Discussion and possible action on Purfrac road agreement – Dan Fetterly present to advise. EOG stated that it’s the Town road and our decision to work out with Purfrac. Different ideas discussed on how to charge Purfrac for road usage. Monitor both parties usage of 135th Ave and then determine who would pay how much according to what they use. Road is going to need some resurfacing now. Seal coat should be done next year. Initial maintenance would be EOG expense. Crack filling needs to be done every couple years. Purfrac proposed putting money into escrow when they start hauling, $100,000 up front plus .09 ton. Cap at $600,000. Final decision made to have Purfrac add something into contract on paying share of road maintenance. Send to Darrel Fehr and lawyers to look over, and schedule meeting or discuss at November 11 regular town board meeting.

Chairman’s report: – Fire Dept. – nothing for fires in Cooks Valley, David Clements and Vicki Freeberg attended the Fire Dept meeting on Sept 30 and Chippewa County Highway paved 55th St.on October 2nd.

Dissemination of Information –Clerk’s report: Reported on meeting attended October 4, 2019 in Rice Lake. Information pertinent to clerks regarding upcoming elections. 2020 estimate for Transportation aid, need to complete3 hours of training with election workers.

Discussion of scheduling a budget preparation meeting:  There was a consensus of the board to meet on October 29, 2019 at 9:00 A.M. for preparation of the 2020 Town of Cooks Valley budget

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of  October 4, 2019 regular meeting, Treasurers financial report, October bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on Purfrac road agreement, discuss and set date for 2020 budget approval, approve and pay Chippewa county Humane Association contract for 2020

The next regular town meeting is scheduled for – November 11, 2019 at 7:30 pm
Adjourn:  Darrel Fehr made a motion to adjourn at 8:52 pm.  David Clements seconded the motion. The motion carried 2-0.
