October 8, 2018
Chairman Darrel Fehr called the meeting to order on October 8, 2018 at 7:30 pm. The supervisors present were David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer. See attached list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the October 8, 2018 town board meeting was duly posted on October 6, 2018 in the 3 designated places within the Town of Cooks Valley.
Public Comment: There was no public comment.
Discussion and possible action on budget categories: Darrel Fehr made a motion to transfer $1000.00 from non-allocated funds to W-051 Public Works-Recycling leaving $580.00 in non-allocated funds. David Clements seconded the motion. The motion carried 3-0.
Reading by Treasurer of September financial report: The ending balance as of September 30, 2018 was $51,606.55 with the total assets-$219,627.85. As of October 1, 2018, the General Transportation Aid payment of $21,602.54 was direct deposited into the Town of Cooks Valley checking account. This payment will be reflected on the October statement. On November 19, 2018, the shared revenue payment of $5976.19 will be deposited into the Town of Cooks Valley checking account.
Reading and Approval of the September bills: David Clements made a motion to approve the check vouchers #4707-#4723 for payment of the September bills. Matt Borofka seconded the motion. The motion carried 3-0.
Building permits: There were no building permits submitted to the clerk.
Discussion and possible action of pertaining to the plan commission: No action taken.
Discussion and possible approval of the Humane Society contract: Darrel Fehr made a motion to approve the Humane Society contract for 2019. Matt Borofka seconded the motion. The motion carried 3-0.
Discussion and possible action on garbage/recycling rates: Calvin Swartz, recycling manager, reported the present rate is $1.50/bag and TV’s are $13.00. He recommended the Town match the fees that First Choice charges for picking up appliances. Darrel Fehr made a motion to increase the cost of bags to $2.00 per bag and the recycling fees to match First Choice Recycling now and as they increase in the future. David Clements seconded the motion. The motion carried 3-0.
Discussion and information from E.O. Johnson representative: Brochures, pictures, and price rates of copiers/printers were shared with the board and deputy clerk. The information will be studied and the prices will be considered when compiling the budget.
Discussion and possible approval of CSM-Mary Barlow Weber: Darrel Fehr made a motion to approve the CSM of Mary Barlow Weber. Matt Borofka seconded the motion. The motion carried 3-0. Darrel Fehr will notify the County of the town’s approval of the CSM.
Discussion of an ordinance for personal property draft: Judith Prince informed the board of the steps and forms for collecting personal property that were discussed at the WTA workshop she and Vicki Freeberg attended. David Clements also called WTA concerning personal property. WTA did not recommend an ordinance but use the forms and a line of procedure for implementing collecting delinquent personal property taxes. This item will be placed on the November agenda.
Discussion of scheduling a budget preparation meeting: There was a consensus of the board to meet on October 29, 2018 at 9:00 A.M. for preparation of the 2019 Town of Cooks Valley budget.
Chairman’s report: – Fire Dept. There was no fire report for the month of September. David Clements attended a fire mist tanker demonstration in a house situation. He felt the mist tanker was effective for fires inside a house. The fire dept. will notify the town if they decide to purchase a tanker. Mine Roads- Crack sealing has been completed on the town roads.
Dissemination of Information –Clerk’s report: estimate for Highway aids for 2019-$86,410.13.
