Regular Town Board Meeting

October 9, 2017

Chairman Darrel Fehr called the meeting to order on October 9, 2017 at 7:30 pm.   The supervisors present were: 
David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.   Delegation:  See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the October town board meeting was duly posted on October 3, 2017 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment.
Discussion and possible action on budget categories:  Darrel Fehr made a motion to transfer $4.00 from non-allocated funds to E-114 Election Supplies and misc. expenses leaving a balance of $8900.00 in non allocated funds.  Matt Borofka seconded the motion.  The motion carried 3-0.
Approval of the minutes for the September 11, 2017 regular monthly town board meeting and minutes of the August 30, 2017, September 18, 2017 and September 21, 2017 special meetings:  Matt Borofka made a motion to approve the minutes of the September 11, 2017 regular monthly town board meeting and minutes of the August 30, 2017, September 18, 2017 and September 21, 2017 special meetings.  David Clements seconded the motion.  The motion carried 3-0.
Reading by Treasurer of September financial report:  The ending balance as of September 30, 2017 was $86,568.42 with the total assets-$206,125.48.  Checks given to the treasurer to be deposited were Chippewa Sands and Preferred Sands annual permit fees of $200.00 each and Bloomer Rod and Gun Club check for $40.00.  There was discussion on the recovery of fire suppression fees per information from the County Treasurer of not placing the fee on the tax bill.  
Reading and Approval of the September Bills:  David Clements made a motion to approve the check vouchers #4443-#4459 for payment of the September bills.  Darrel Fehr seconded the motion.  The motion carried 3-0.                                                                                                                                                                                       
Building permits:  Luke Borofka-attached garage, Jeffrey Buchner-windows, siding, tin roof, Alex Koehler-driveway permit.
Discussion and possible action of pertaining to the plan commission:  No action was taken.
Discussion and possible action on Humane Society Contract:  Darrel Fehr made a motion to approve the contract for 2018 with the Humane Society.  Matt Borofka seconded the motion.  The motion carried 3-0.
Chairman’s report: – Fire Dept.  There were no fire calls in the Town of Cooks Valley in the month of September.  Mine Roads- Mine roads are all in good condition.  There has been no further information from PurFrac operations.  There have been several resident complaints about air percussions from blasting at the EOG/Dennis Schindler mine.  This was possibly due to heavy cloud cover.  Darrel Fehr had a letter from Senator Moulton stating his fight to keep local control for sand mine regulating.  Representative Rob Summerfield also opposed this attempt to diminish local control of sand mining. 
Dissemination of Information –Clerk’s report: An estimated Shared revenue payment to the Town of Cooks Valley in 2018 is $39,841.00 and an increase in Transportation Aids to $86,410.13.

The next meeting will be November 13, 2017 at 7:00 pm [NOTE CHANGE OF TIME] followed by the Budget hearing, Special Meeting of the Electors, and special town board meeting.   
Adjourn:  Darrel Fehr made a motion to adjourn at 8:12 pm.   David Clements seconded the motion.  The motion carried 3-0
