Regular Town Board Meeting

September 12, 2022

 

Chairman Darrel Fehr called the meeting to order on September 12, 2022 at 7:00 pm. The supervisors present 

were David Clements and Matt Borofka. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the September 12, 2022 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on September 9, 2022.

 

Public Comment:  Calvin Swartz will no longer be doing Saturday recycling so Board will fill in Darrel September 24th, Dave Clements Oct 29, Rod Thorson Dec 3 to finish out the year.

 

Discussion and possible action on budget categories: None 

Approval of the August 8, 2022 regular town board meeting minutes   – Matt Borofka made a motion to approve August 8, 2022 meeting minutes.  Dave Clements seconded the motion. The motion carried 3-0. 

 

Reading by Treasurer of August financial report: Ending balance on August 31, 2022 of $324,985.98 and total cash on               

hand $ 506,009.87. $100,000 transfer from MMCD3726 Fire & Ambulance Fund to checking account for building 

of new town hall                         

                                                   

Reading and Approval of the August bills: Darrel Fehr made a motion to approve check vouchers  #5667 - 5687 for payment of the August bills. Matt Borofka seconded the motion. The motion carried 3-0.

 

Building/driveway permits: None

 

Discussion and possible action relating to the plan commission: Did not meeet                                                     

Discussion and possible action on attending WTA meeting September 21, 2022   $70 early registration. Darrel Fehr made a motion for 3 members to attend workshop (Darrel, Vicki & Jan). Matt Borofka seconded the motion. The motion carried 3-0

Discussion and possible approval of operators applications for Bloomer Rod & Gun – Darrel Fehr made a motion to accept 2 operator permits for Bloomer Rod & Gun. Matt Borofka seconded the motion. The motion carried 3-0

 

Discussion and possible action on use of ARPA Funds – Darrel Fehr made a motion to transfer money from account MM134500 ARPA funds to checking account and use for payment of 170th Ave road project. Matt Borofka seconded the motion. The motion carried 3-0. Original amount $87,712.24 plus interest $182.04 for total of $87,894.28

Discussion and possible action on amending Town of Cooks Valley 2022 Budget – this will be discussed at next month’s Board meeting.

Discussion and approval of 2023 contract with Chippewa County Humane Association – same rate as 2020 for total of $966 (1.15 per capita rate) – postpone – no action and will add to October agenda. Vicki Freeberg will check with Chippewa County Humane on the rates as our per capita has now dropped from 840 in 2020 to 758 for 2022.

 

Discussion and possible action on plans for new Town Hall – Darrel Fehr made a motion to finish business and go down to new town hall site for ground breaking picture. Matt Borofka seconded the motion. The motion carried 3-0.

 

Chairman’s report: – Fire Dept./Roads –  Combine fire at Johann Freeberg farm and no new updates on mines.

 

Dissemination of Information- clerk’s report:  SOA for 2022 received from Chippewa county Treasurer, 2023 Recycling Grant application, 2022 state apportionment report, received Sanitary permit for new town hall, Demographic services preliminary estimate 1/1/22 population for township went from 847 in 2021 to 758,  estimate for Personal property aid in 2023 is $28.18                                                                                                                                 

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of September 12, 2022 regular meeting approved, Treasurers financial report, September bills, building permits, concerns pertaining to the Plan Commission, contract with Chippewa County Humane

 

The next regular town meeting is scheduled for – October 10, 2022 at 7:00 pm

 

Adjourn:  Darrel Fehr made a motion to adjourn at site for new town hall at 7:22 pm. David Clements seconded the motion. Motion carried 3-0.
