Regular Town Board Meeting

September 10, 2018

Chairman Darrel Fehr called the meeting to order on September 10, 2018 at 7:30 pm.  The supervisor present was
 David Clements.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the September 10, 2018 town board meeting was duly posted on September 6, 2018 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  There was no public comment.
Discussion and possible action on budget categories:  Darrel Fehr made a motion to transfer $1400.00 from non-allocated funds to S-162-Recycling Charges leaving $1580.00 in non-allocated funds.  David Clements seconded the motion.  The motion carried 2-0.
Approval of the minutes for the August 13, 2018 regular monthly town board meeting:  Darrel Fehr made a motion to approve the minutes of the August 13, 2018 regular monthly town board meeting,   David Clements seconded the motion.  The motion carried
 2-0.
Reading by Treasurer of August financial report:  The ending balance as of August 31, 2018 was $51,556.85 with the total assets-$191,265.80.  The Treasurer reported a delinquent tax payment for personal property of $86.86.  The individual was sent a tax notice in early April which the individual acknowledged receiving in the mail.  When no payment was sent to the Treasurer, a second notice of payment due for personal property taxes was mailed around the end of June.  The Treasurer has not received payment as of the time of the meeting.  The Treasurer asked,”what is the Town’s recourse at this time as the County does not collect personal property?”  The town board will contact the WTA for advice and the Chairman will look into the matter.
Reading and Approval of the August bills:  Darrel Fehr made a motion to approve the check vouchers #4684-#4706 for payment of the August bills.  David Clements seconded the motion.  The motion carried 2-0.
Building permits:  Jeffrey & Brandi Rihn-new house and shed
Discussion and possible action of pertaining to the plan commission:  No action taken.
Discussion and possible approval of Bloomer Rod & Gun operators applications:  David Clements made a motion to approve the operators applications from the Bloomer Rod & Gun Club.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Discussion and possible appointment of Deputy Clerk:  There was discussion about a deputy clerk being able to attend workshops to learn the duties of a town clerk and gather information relating to the town clerk position.  Darrel Fehr made a motion to appoint Vicki Freeberg as Deputy Clerk for the Town of Cooks Valley.  David Clements seconded the motion.  The motion carried 2-0.
Discussion of Confined Animal Feeding Operations [CAFO’s] letter:  Chippewa County Dept of Planning and Zoning sent an informational letter to the town board regarding the past proposed pig farm in the Town of Cleveland.  Darrel Fehr made a motion to advise Doug Clary, Chippewa County Dept. of Planning and Zoning, that the Town of Cooks Valley is supportive of a moratorium on CAFO’s.  David Clements seconded the motion.  The motion carried 2-0. 
Discussion and possible action on brush spraying of town road ditches:  Darrel Fehr made a motion to contract for brushing spraying of the town road ditches not to exceed $4000.00.  David Clements seconded the motion.  The motion carried 2-0.
Chairman’s report: – Fire Dept.  There were no reported fires in the month of August in the Town of Cooks Valley.  Mine Roads-Money will be coming to the Town of Cooks Valley from Frontier Sands for tonnage hauled and a check will be coming from Chippewa County as stated in the Frontier Sand Road Agreement.
Dissemination of Information –Clerk’s report: Signature needed on recycling grant statics form; MFL addition-Doug Zwiefelhofer; County driveway permit-Melissa Nyhus; Estimated census population for the Town of Cooks Valley 833; discussion of applying for a prepayment for propane vs. filling the tanks in Sept.; County equalization report; state contracts for equipment and supplies available for emergency situations; DOA Pesticide service LLC sprayed the town hall and eliminated the bee’s nests on the entrance enclosure;  Adam Bargee, E.O. Johnson representative, contacted the clerk about the town replacing the copier due to age and ability to find replacement parts.  The Board would like to hear options and costs.  The clerk will contact Adam Bargee about his possible attendance at the October Town of Cooks Valley board meeting  to inform the board concerning replacement of the present copier/printer/scanner.
