September 11, 2017
Chairman Darrel Fehr called the meeting to order on September 11, 2017 at 7:30 pm. The supervisors present were: David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer. Delegation: See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the September town board meeting was duly posted on September 7, 2017 in the 3 designated places within the Town of Cooks Valley.
Public Comment: There was no public comment.
Approval of the minutes for the August 11, 2017 regular monthly town board meeting: Matt Borofka made a motion to approve the minutes of the August 11, 2017 regular monthly town board meeting: David Clements seconded the motion. The motion carried 3-0.
Reading by Treasurer of August financial report: The ending balance as of August 31, 2017 was $84,155.48 with the total assets-$203,663.43.
Discussion and possible action on budget categories: No action was taken
Reading and Approval of the August Bills: David Clements made a motion to approve the check vouchers #4423-#4442 for payment of the August bills. Matt Borofka seconded the motion. The motion carried 3-0.
Building permits: Trent Arendt-stick built shed with temporary living quarters.
Discussion and possible action of pertaining to the plan commission: At the plan commission meeting on September 6, 2017, there was discussion on the request for a variance by Charles Sundberg for a setback of 96 ft. vs. the 100 ft. setback stated in the Lot size Ordinance Chapter 7. Charles Sundberg claimed responsibility for non-compliance as had disconnected their computer and only could see one page of the ordinance on their telephone browser. When he came for a housing permit, a hard copy of the Lot Size Chapter 7 was given to him. The plan commission recommended approval of the variance with a fine of $250.00 for non-compliance with the Chapter 7 Lot Size Ordinance. Further suggestions were a change to the building permit to include a check box where a copy of the Chapter 7 Lot Size ordinance is given with every building permit and have the clerk call the town chairman after the resident has placed stakes for the build site if there were questions concerning the setbacks of their building site. Chairman Darrel Fehr suggested if a special meeting was needed for a variance there would be fees for publishing a public notice and wages for the plan commission members. The clerk will add the statement to the building permit application. The plan commission initiated a review of the Land Comprehensive plan with their copies provided by the clerk. They went through the table of contents and will read through the plan prior to the next plan commission meeting. Doug Zwiefelhofer asked if the town had to post signs naming the town and permits required on the roadsides entering Cooks Valley. The signs placed by other towns are optional.
Discussion and possible action on Charlie Sundberg request for a variance: Darrel Fehr made a motion to accept the recommendation of the plan commission for the request for a variance by Charles Sundberg with a fine of $250.00. Matt Borofka seconded the motion. The motion carried 3-0.
Discussion and possible action on road patching on town roads: This item was tabled to the special meeting on Thursday September 21, 2017 at 9:00 am.
Discussion and possible approval of beer/liquor license application by Jimmy’s Juke Joint: Darrel Fehr made a motion to approve the beer/liquor license application for Jimmy’s Juke Joint. Matt Borofka seconded the motion. The motion carried 3-0. Chairman Darrel Fehr requested that the proprietor keep the liquor license current. Jim Kleingartner informed the board that he has someone who possibly will lease the business.
Chairman’s report: – Fire Dept. There were no fire calls in the Town of Cooks Valley in the month of August. Mine Roads- Mine roads are all in good condition. A TRIP fund meeting is scheduled at the Chippewa County Highway Dept. on October 3, 2017 at 6:30 pm. The culverts have been installed on 130th Avenue with remaining culverts to be installed this week. Rod Thorson will look at the culvert on 150th Avenue by Isaac Schindler’s residence. There has been no further information from PurFrac or Preferred Sands operations.
Dissemination of Information –Clerk’s report: The latest estimate of population in the Town of Cooks Valley is 830.
