Regular Town Board Meeting

September 9, 2013

Chairman Darrel Fehr called the meeting to order on September 9, 2013 at 8:00 pm.   The supervisor present was:   John Sykora.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.

Certification of proper posting for the scheduled town board meeting: The notice for the September town board meeting was duly posted on September 6, 2013 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Calvin Swartz reported that Damian Prince of the ATV club would like to place signs for an ATV route on 150th Avenue.  The town board noted this addition was covered by the ATV ordinance. Victoria Trinko commented on the quality of repair work conducted by Haas Construction.  See attached comment. 
Discussion and possible action on budget categories:  no action was taken on the item.
Approval of the August 12, 2013 regular monthly town board meeting minutes:  John Sykora made a motion to approve the August 12, 2013 regular monthly town board meeting minutes.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Approval of the September financial report:  Darrel Fehr made a motion to accept the September financial report.  John Sykora seconded the motion.  The motion carried 2-0.  
Reading and approval of the August bills:  Darrel Fehr made a motion to approve the August bills.  John Sykora seconded the motion.  The motion carried 2-0.   
Building permits:  Francis Blair-3- sided shed, Lee Prill-roof house, Donald Prill-side shed with steel, landscaping, roof shed.
Discussion of concerns pertaining to the plan commission:  There was no meeting of the plan commission this month.
Discussion on progress of mining applications: The draft of the permit from Chippewa Sands was posted on the website.   Supervisor David Clements will contact Glenn Stoddard about scheduling a date for the public hearing and special town board meeting on the permit application from Chippewa Sands. 
Discussion on Preferred Sands Permit Review:  The permit review will be held on September 17, 2013 at the Cooks Valley Town Hall at 7:30 pm.  The permit will be read through and the public will make comments about the sections of the permit.  If concerns need to be dealt with, these concerns will be placed on the town board agenda.
Discussion and possible approval of operators applications:  John Sykora made a motion to approve the 17 applications for operators licenses from the Bloomer Rod & Gun Club.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Discussion and possible action on Humane Association contract:  Darrel Fehr made a motion to approve the 2014 CHA contract and renew with the option of only authorized personal may drop off animals at the CHA.  John Sykora seconded the motion.  The motion carried 2-0.
Discussion and possible action on Humane Officer Training:  Calvin & Sue Swartz attended Humane Officer Training two years ago.  Thirty-two hours are needed to maintain certification.  There is a Safe Capture Workshop at Stevens Point with a cost of $645.00 per person.  The board will revisit this item in January 2014 when another workshop is scheduled and this item will be considered when calculating the 2014 budget.
Discussion on ditch brushing and spraying:  Darrel Fehr felt the brushing did not satisfy the needs of the township.  Darrel Fehr talked with another company and was informed more spray would be needed to
spray the larger trees.  He received a brochure depicting a compact track loader with a mower mulcher attachment.  After contacting the business owner, the chairman would like to rent this equipment to brush the Town of Cooks Valley ditches in 2014.  The budget for 2014 will factor in the cost of the brush equipment rental.  
Chairman’s report –Fire Dept- no fires in the Town of Cooks Valley this last month.  Fire suppression check from John Pecha.   There is a TRIP fund meeting Wednesday September 18th at the Chippewa County Highway Dept. at 6:30 pm.  This meeting will be posted if a quorum of the town board may be present at the meeting.  The meeting for Implements of Husbandry had discussion of size and weight of farm implements.  Changing the standards for this equipment at the state level will be a culmination of these meetings.  A possible 15% over the current limits is being proposed.  At this time, implement industries have no set standards.  Mine Road Work-The hole has been repaired on 135th Avenue. There was a meeting at the County level concerning 186th Avenue.  Chippewa County wants Preferred Sands to kick in more money for the project, but Preferred Sands is reluctant to do so as they don’t know if they are going to be remaining in Cooks Valley.  Chairman Darrel Fehr would like to reconstruct the road as far as the available money would allow.  Darrel Fehr and Bruce Stelzner of the County Highway Dept. have sent a letter to Preferred Sands as to the amount of money needed to reconstruct the road up the standards desired by Preferred Sands.  Preferred Sands has 30 days to reply to the letter.
