Regular Town Board Meeting

July 11, 2022

 

Chairman Darrel Fehr called the meeting to order on July 11, 2022 at 7:00 pm. The supervisors present 

were David Clements and Matt Borofka. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the July 11, 2022 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on July 5, 2022.

Public Comment: None 

 

Discussion and possible action on budget categories: Darrel Fehr made a motion to move $300 from Non-allocated funds account to B-072 Board per diem. Matt Borofka seconded the motion. The motion carried 3-0

Approval of the June 13, 2022 regular board meeting & June 17 Special meeting minutes – Matt Borofka made a motion to approve both June 13 & June 17 meeting minutes.   David Clements seconded the motion. The motion carried 3-0.          

 

Reading by Treasurer of June financial report: Ending balance on June 30, 2022 of  $186,365.02 and total cash on hand $467,126.98

                                                   

Reading and Approval of the June bills: Darrel Fehr made a motion to approve check vouchers  #5528 - 5646 for payment of the June bills. Matt Borofka seconded the motion. The motion carried 3-0.

 

Building/driveway permits: NONE

 

Discussion and possible action pertaining to plan commission – did not meet

Discussion and possible approval of operators applications Bloomer Rod & Gun – Darrel Fehr made a motion to approve 15 operator permits for Bloomer Rod & Gun. David Clements seconded the motion. The motion carried 3-0

 

Discussion and possible action on plans for new Town Hall – Darrel Fehr made a motion to move item #13 to item #12. David Clements seconded the motion. The motion carried 3-0

Opening of bids for new Town Hall – Darrel Fehr opened bids: Bauman Construction submitted a bid of $412,500 and Quality Construction submitted a bid of $362,700. Darrel thanked both parties for bids and the Board will review and discuss between now and special meeting to be held July 20 at 7:00 pm. Open to the township residents.

 

Discussion and update on plans for new Town Hall –   Some comments from town members that town hall may be too small. Discussion on moving the location of building to allow for addition in future if needed. Discussion on outside water hydrant that should be put in. David Clements called WTA about building the town hall and using ARPA funds for the project. They said this would be allowed. Chippewa county Title will take care of all legal matters.

 

Chairman’s report-fire report-Mine Roads–  Steve Schindler fire and small fire in woods. No report from the Fire Dept. Paving of 170th Ave should begin this next week. Darrel did some road patching.

 

Dissemination of Information-  Recycling grant $1510.90, 3 election workers to attend training at Chippewa courthouse on July 28th for Primary, Manufacturing real estate and personal property assessment for 2022 is $0, no date from assessor on BOR, Xcel energy will be increasing rates

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of July 11, 2022 regular meeting and July 20 Special meeting, Treasurers financial report, July bills, building permits, concerns pertaining to the Plan Commission, discussion on new Town hall

                       

The next regular town meeting is scheduled for – August 8, 2022 at 7:00 pm

 

Adjourn:  David Clements made a motion to adjourn at 7:36 pm. Matt Borofka seconded the motion. Motion carried 3-0.
