TOWN OF COOKS VALLEY
SPECIAL TOWN BOARD MEETING
September 21, 2016


The Special Town Board meeting of the Town of Cooks Valley was called to order on September 21, 2016 at the Cooks Valley town hall located at 15751 40th Street at 7:40 pm by Chairman Darrel Fehr.  Supervisors present were David Clements and Matt Borofka.  Other town official present was Victoria Trinko-clerk.  See attached attendance list.
Review of Chippewa Sand non-Metallic Mining Permit with public comment
Chippewa Sand representative, Michele Karlstad, reported the Chippewa Sands plant shut down operation in October 2015.  There are no plans to start mining this year and no date for starting in 2017.  Silk fencing will be installed to prevent erosion.  Chippewa Sand had issues with run-off onto Tom Short/Tony Pecha property.  Reportedly, this has happened for 2-3 years, but now was brought to Chippewa Sand’s attention.  Chippewa Sand installed silk fencing to retard the run-off and will repair the field road on the Short/Pecha property.  Expansion of the mine would involve repermitting at the county level and with the market price at the present time; Chippewa Sand is not planning to expand the mine site at this time.  The bond issue will remain the same in 2016. No reclamation has been done since the mine shut down operation due to lack of reclamation material.   Stabilization seeding has been done but this is not permanent seeding for reclamation.  Reclamation is a work in progress.  The crews would have to go back and redo washing that has occurred.  The final sign-off of the reclamation completion will be done by Land Conservation.  There would be release bonding.  Watering is done when someone is on the site.  Personnel are on the site on an irregular schedule-perhaps two times weekly.  Ponds have been checked due to rainfall, with required checking with a ½ inch rainfall.  The contact for Chippewa Sand for reporting of dust blowing or other concerns is:  Michele Karlstad, General Manager, email-mkarlstad@chippewasandcompany.com phone # 715-237-3104 cell phone # 715-827-1440 fax 715-237-3188.  This contact information will be placed on the town website.
Review of Preferred Sands Non-Metallic Mining permit with public comment:  On June 11, 2015, Preferred Sand ceased mining operations.  There has been no mining in 2016 but have hopes of mining operations in 2017.  Preferred Sand has maintained one person on site and a second person, Adam Locke, twice a week.  However, the daily person on site will no longer be there. Adam Locke, production manager-Bloomer and quality control manager-Blair, is the contact person-email ALOCKE@PREFERRED.COM  phone #608-989-9920 cell phone #715-577-8996, fax #608-989-9922.  This contact information will be placed on the town website.  Water on the mine site is staying within the limits.  The water is checked after ½ inch of rainfall.  Water is evaporated from the ponds.  Preferred Sand has a 5 year release liability.  The newly constructed road is holding up well.
