SPECIAL TOWN MEETING OF THE ELECTORS
NOVEMBER 16, 2009

The Town of Cooks Valley Chairman Ron Fanetti called the special meeting to order at 7:48 pm on November 16, 2009.  Elected officials present were Ron Fanetti, Gary Yakesh, David Clements, Victoria Trinko, and Eunice Steinmetz.  See attached list for number of constituents present.

Gary Yakesh read the minutes of November 12, 2008 special meeting of the elector aloud.  Dennis Pecha made a motion to accept and place on file the minutes of the special meeting of electors of November 12, 2008.  Arlene Hintzman seconded the motion.  The motion passed 45-0.  David Clements made a motion to place the portion of the minutes from “Upon consultation with W.T.A. attorney and the Town of Cooks Valley attorney, this motion concerning the rescinding of village powers was invalid as the issue of rescinding village powers was not properly noticed as in being placed on the agenda.  A special meeting may address the same issues that are addressed in an annual meeting, however, a special meeting must state the time, date, location and purpose of the special meeting.  Only those items or purposes placed or stated may have action taken on them” into parenthesis.  Gary Yakesh seconded the motion.  The motion carried 45-0.

Vernon Steinmetz made a motion to accept the town tax levy of $143,000.00 to be paid in 2010 pursuant to Section 60.10 (2) (a) of Wisconsin statutes with a mil rate of .0031094. Bill Anderson seconded the motion.  The motion passed 45-0.

James Kettner made a motion to approve the 2010 highway expenditures pursuant to Section 82.03 (2) of Wisconsin Statures not to exceed $360,000.  Dan Smith seconded the motion.  The motion passed 45-0.

Gary Yakesh made a motion to adjourn at 8:13 p.m.  David Clements seconded the motion.  The motion passed 45-0.
